I wanted Sweetpea (age 39 mos) to practice the letter P for penguin, so this is what I came up with. I took some black construction paper and drew P's, and flippers(triangles) on them. Half circles on white for bellies, and diamonds on orange for beaks. I also just drew some bird feet on the orange. 
After I cut them out I gave them, and some googly eyes to the kid's (also present were my 5.5 year old, and a friends' 25 month old) and this is how they turned out. I did show the tots approximately where to place the pieces.

- glue stick
- google eyes, and any other fun decorations!
