When our three oldest were younger, parking lot safety was a big concern. To help the kids remember that they needed to hold a hand we made up a little song to sing while walking. The second verse is completely optional {ahem}, but generally involves lots of giggles and was the kid's favorite!

Lol! I love that second verse!
We have our 3,5 yr old put his hand on the car untill we open the door or get him in the stroller, or take his hand. Has been working great.
Ok, I'm going to start using that. Much better than the, "hold my hand NOW" that I end up using after telling them nicely multiple times.
My suggestion is to practice this at home. Do all training on how you want them to behave in public at home. Have failures at home and cheer them onto success at home. Train them up in the way they should go means all the things we as parents just expect them to know and do.
If you want them to stand still by your side while you are talking - train them at home first. Discipline at home for not doing it. Then do a training session before you go out - set them up for success!
